There has just been a very interesting, not to say disturbing, addition to the documents listed on www.coral-beach-hotel.com web site under the AGM page. It concerns our Board Treasurer who is also responsible for oversight of contracts/contractors around the complex.
I have been informed that Unit 3326 has already been bid on and has been accepted and is in the process of clearing. I apologise for my error and any confusion I may have caused.
We met Jacques Delorme up on the 6th floor of Building 3 and looked at the work being done today by one roofer on the overhang section above the terrace. He is a man who has worked on Coral Beach Hotel roofs previously and spent yesterday sorting out levels on both that flat surface as well as the terrace itself. Today he is attaching 'chicken mesh' wire to the surface of the overhang. He has rubberoid roofing material, cement as well as the 'lightening' material, a mixer and air compressor all to hand. Jacques explained that he and P. Galiano had approached at least 4 roofers over the past week or so but had been disappointed by a lack of interest exhibited by most of them. The Roofer presently working appears to be skilled and prefers to work on his own. This particular terrace has been slected for this new method of levelling and tiling as it is the terrace with the worst wear and tear. I will upload pics when the system lets me!

Wow! I just took a look at the www.coral-beach-hotel.com website and under Archives there is posted copies of Phil Galiano's bankruptcy papers. This goes a very long way in explaining the lack of financial reporting at Coral Beach, since the very same Phil Galiano is our treasurer. Very frightening!!! My guess is Coral Beach is in a whole heap of financial trouble-probably close to bankruptcy too. No wonder the Board wants to rush the sale of those apts -- they probably need to put the money in our dwindling accounts before the AGM!

Although Phil's bankruptcy did not occur while in office it would seem the individual has a REAL problem handling money.
How can this individual or any individual that has declared bankruptcy be on the BOD's and be allowed to become our Treasurer.
I think all BOD's present and newly nominated should be required to fill out a disclosure statement BEFORE ASSUMING ANY POSITION ON THE CORAL BEACH BOARD OF DIRECTORS.
AS far as the rental of our Coral Beach Truck, TRASH REMOVAL SERVICES?
WHEN DID CORAL BEACH BECOME A SANITATION DEPARTMENT? ARE WE REMOVING TRASH FROM JUST CORAL BEACH OR DOES THIS EXTEND TO QUEENS HIGHWAY ALSO WHERE THE TRUCK WAS FOUND? (Bruno and Mario's 2$ Store.)
NO MATTER WHAT SPIN YOU PUT ON THE TRUCK RENTAL, THIS VEHICLE WAS BEING MISUSED BY BOARD MEMBERS. BY ONE BOARD MEMBERS MISUSE, ALL BOARD MEMBERS ARE GUILTY AS YOU HAVE DONE NOTHING ABOUT IT, BUT REMAINED SILENT.
RESIGNATIONS ARE LONG OVERDUE.

Anyone can have some hard times- but if you have these leagal issues in your past you should not seek election to a board, especially as Treasurer of that Board. I believe that Mr. Galliano Should immediately resign!
The reference to the web site is a matter of high interest to all responsible owners.
The anonymous web site shows that Phllip S. Galiano, spouse Patrici declared bankruptcy. Final decree was in 2000.
The Articles of Association 70 and 70a) state:
The office of a Director shall ipso facto be vacated,
a) If he becomes bankrupt, or suspends payment, or commits an act of bankruptcy, or makes any arrangement or composition with his creditors.
The interpretation can only be that Mr. Galiano is inelligible to be a Director. The Chairman of Finance is a Director.
The President has often stated that one law for all. Will he demand that Mr. Galiano vacate immediately?
Whether the bankruptcy was before or during tenure as treasurer it raises real questions of competence. There have been repeated questions about the size of our reserve fund and they have all been delflected or ignored by Bruno & Phil. Perhaps now we can understand why. It isn't just keeping the info from us because we would like it.. it's because the CD amounts are not where they should be. SHOW US THE MONEY PHIL & BRUNO! How much is really left? I'm sure you are counting on a quick sale on the three foreclosures to 'puff' up the accounts.

Lorna, Rick, Jerry, Marie and Jacques....where are you??? Are you going to abdicate your responsibilities and let Phil continue as a director??? Stand up and let us hear from you. Many of us voted for you in the hopes that you would be a buffer for the excesses of Phil and Bruno. So far, all we are seeing is rubber stamps. Are you going to let the identities of the nominating committee be known??

Bruno Rufa, the President of the CBH BOD, has always stated that the Board was transparent and the Articles of Association was his bible.
(The Merriam Webster Dictionary definition of transparency is 2a - free from pretense or deceit and 2d - characterised by visibility or accessibility of information especially concerning business practices.)
The Treasurer, Phil Galiano, who is also a Board Member and Chairman of the Buildings and Grounds Committee, has been identified as a multi-bankcrupt. As previously posted on this blog, Articles 70(a) applies and Phil Galiano should be removed from the Board.
So, Mr President, are you going to keep your word and abide by the provisions of the Articles of Association?
There are doubtless many owners who are sympathetic to Mr. Galiano in that his personal life has been subject to minute inspection. Before shedding too many tears remember that he is responsible for a million dollar budget with little or no oversight. It is a matter of utmost concern to owners that their investment is being managed in a responsible manner. The evidence on the web site shows that Mr. Galiano is lacking fundamental management skills and personal restraint in accumulating so much debt. It is apparent now why Mr. Galiano buys ornamental trees while a dozen or so apartments are suffering damage from leaks. The vocal critics have a justifiable point. Also, Mr. Galiano and Mr. Rufa have worsened the entire situation by the lack of reporting and their habit of not answering questions.
